This document sets out key messages for the International Federation of Red Cross and Red Crescent Societies’ (IFRC) network on climate change, as relates to the upcoming 28th session of the Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC COP 28) which will take place in the United Arab Emirates in December 2023. These messages are intended for use by National Societies at the national level in policy-related discussions with relevant ministries and government departments as well as other critical stakeholders to engage in the run up to COP28.
