We are using a 'data for action' approach, which means we generate, analyze and use social data to inform timely action and advocacy efforts. We also use this data to provide evidence of how community engagement approaches are working in a more systematic way.

We are scaling up community feedback systems to better listen to and act upon feedback from the communities we support. And we are implementing perception studies to understand community perspectives of our work.

We are also developing a Trust Index to measure community trust in vaccines and in Red Cross and Red Crescent responders.

We are creating and sharing standards and tools to help members of our Movement meet our commitments to community engagement and accountability throughout their programmes and operations.

We have created a Feedback kit that provides guidance and tools needed to systematically use community insights to improve programmes, operations and work more broadly. It includes the first steps to setting up a basic feedback mechanism, as well as guidance on how to:

• conduct community perception surveys
• analyse qualitative feedback comments
• handle sensitive feedback
• ensure all feedback is handled responsibly

We also conduct impact research to capture and document learnings and innovative ways that Movement members are reaching 'last mile' and vulnerable communities in their work.

We are promoting common and coordinated approaches to building trust—both within the International Red Cross and Red Crescent Movement but also within the wider humanitarian sector.

The IFRC is a co-founder and coordinator of the Risk Communication and Community Engagement (RCCE) Collective Service, along with the World Health Organization and UNICEF. We also co-lead the Task Force for Accountability to Affected Persons.

Through both of these fora, we advocate and support countries to promote systemic changes in health and humanitarian preparedness and response systems—to ensure that vulnerable groups are properly listened to and included.

We provide guidance, training and coaching to Red Cross and Red Crescent Societies to help them improve their community engagement and accountability work. And we facilitate information sharing between them so they can learn from each other how to effectively reach vulnerable communities.

We build capacities of regional and national staff and volunteers on matters related to research and the use of data. We do this through structured trainings, such as a social science training package, and regular activities around the Trust Index and perception studies.

We always make sure our interventions are built on local solutions, with communities themselves designing and leading efforts to improve the sustainability and resilience of Red Cross and Red Crescent activities and programmes.

We engage communities directly in immunization service delivery and work with influential focal points at the local level to increase support for immunization.

Building on experiences from previous epidemics, we also know the importance of improving communication skills not only for Red Cross and Red Crescent staff and volunteers, but also for frontline health workers. This ensures the quality and efficiency of health services and enables them to use community engagement to create positive behavioural change.

We are developing the a Community Trust Index, an evidence-based tool for measuring and fostering trust between our Movement and the communities we serve.

We are currently in the research design phase, which includes:

• a literature review
• production of a quantitative questionnaire
• cognitive interviewing
• pilot testing of surveys in targeted National Societies

Our aim is for the index to become a scientifically tested tool to systematically measure community trust towards a humanitarian organization. Our objectives are to:

1. Measure the dimensions of trust in Red Cross and Red Crescent National Societies and branches and track its variation over time
2. Identify and explore the factors that influence trust in specific communities and populations we serve
3. Develop and implement evidence-based recommendations, plans, and actions to increase community trust
